Summary

Effective participation in meetings depends on a working knowledge of core parliamentary principles. Members should understand how to introduce, debate, and vote on business, as well as the roles of the presiding officer, secretary, and participants. Key procedural concepts include quorum requirements, the order of business, agenda approval, motion processing, rules for debate, voting methods, and use of unanimous consent. Familiarity with these fundamentals supports orderly, fair, and productive decision-making.

Participants will demonstrate an understanding of the essential procedures for conducting business in meetings. This includes the ability to make motions, engage in debate within established limits, and vote appropriately. They are expected to follow meeting protocols that promote efficiency, decorum, and democratic participation.
